Welcome to Georgia's Online Construction Manual

On January 12, 2005, Governor Sonny Perdue issued an Executive Order for the development of a State Construction Manual (SCM). The Governor tasked the
Georgia State Financing and Investment Commission in consult with the Board of Regents and other state entities to complete the Manual by January 2006. The Governor’s Executive Order states that the Manual, “shall serve as the primary vehicle for
vertical construction for the state”.

This site unveils the final product which we believe captures the best practices for planning, designing, building, delivering, and receiving facilities for use by Georgia state entities. The SCM is intended to be a guide to assist state agencies and their users, along with design professionals, special consultants, and construction professionals, with the processes and procedures for completing capital projects for the State of Georgia.
It is provided in electronic format for easy accessibility for our customers and the
general public.

2007 SCM Roll Out Meetings

State Construction Manual Roll Out meetings were held in Athens, Atlanta, Augusta, Savannah, Tifton, and Macon during the month of November.
