Development
On January 12, 2005, Governor Sonny Perdue issued an Executive Order for the development of a State Construction Manual (SCM). The Governor tasked the Georgia State Financing and Investment Commission in consult with the Board of Regents and other state entities to complete the Manual by January 2006. The Governor’s Executive Order states that the Manual, “shall serve as the primary vehicle for vertical construction for the state”.
The SCM project was led by a Steering Committee/Development Team which included architects, engineers, general contractors, construction managers, design/builders, subcontractors and members of the legal community as well. Regional meetings were held across the state to discuss key components of the manual including:
- Project Development - key activities leading to project approval and funding
- Project Implementation - design/bid/build, design/build, and CM at Risk project delivery
- Project Closeout and Post Occupancy - material and final completion, warranty issues
This site unveils the final product which we believe captures the best practices for planning, designing, building, delivering, and receiving facilities for use by Georgia state entities. The SCM is intended to be a guide to assist state agencies and their users, along with design professionals, special consultants, and construction professionals, with the processes and procedures for completing capital projects for the State of Georgia. It is provided in electronic format for easy accessibility for our customers and the general public.
The SCM Reference Site meets and exceeds the stated goals of the Governor’s Executive Order. It is “a living reference document” that can be adjusted, updated, and expanded at any time. Providing ease of use and agency/entity specific criteria alongside statewide guidelines, the SCM serves the owner, design professional, construction professional, and user of the projects. The SCM provides both a comprehensive tour of the entire capital projects process and a quick access guide to very specific information needs.
As new material and resources are developed, they will be reviewed and analyzed by the steering committee, as appointed by GSFIC/Board of Regents, and incorporated into the State Construction Manual.
